A new JRC publication highlights Europe’s renovation priorities: why this matters for e-SAFE

A recent study published by the Joint Research Centre (JRC) of the European Commission has brought renewed attention to a critical challenge in Europe: the renovation of public buildings, with a particular focus on schools, through strategies that combine energy retrofitting and seismic safety. The report highlights how many public buildings across Europe remain highly vulnerable—structurally outdated and energy inefficient—requiring integrated solutions that address both dimensions simultaneously.

This growing institutional attention confirms the relevance of innovative approaches that not only improve energy performance but also enhance structural safety, while embracing the use of renewable and sustainable materials. It is in this context that solutions like those developed within the e-SAFE project can play a key role: accelerating deep renovation processes while ensuring affordability, scalability, and minimal disruption, particularly in sensitive buildings such as schools.

In fact, the school sector represents a potentially large market with a pressing need for energy-seismic renovation interventions, exactly the type of solution e-SAFE offers. e-SAFE is particularly well-suited for reinforced concrete buildings, up to four floors, with no balconies or storefront windows on the ground floor—characteristics that align with many school buildings across Europe. This makes e-SAFE a perfect fit for addressing the specific needs of educational buildings.

Beyond assessing the current weaknesses of public buildings, the JRC study offers strategic guidance for future policies, underlining the importance of integrated interventions that combine technical, environmental, and social considerations. These insights create a favorable context for projects working on innovative renovation methodologies, aligned with the European Green Deal and the Renovation Wave objectives.

For initiatives already operating within this framework, the publication represents an opportunity to engage with policy discussions and position their work at the heart of Europe’s renovation strategies. The call for holistic, sustainable, and resilient renovation solutions resonates strongly with e-SAFE's mission, providing momentum to promote its outcomes as practical responses to the needs now highlighted at the institutional level.

As attention towards the renovation of public infrastructure continues to grow, particularly for educational buildings, initiatives that combine energy efficiency, seismic safety, and sustainable materials will increasingly be recognized as essential contributors to Europe’s climate and resilience goals. However, it is important to highlight that solutions like e-SAFE, while not directly funded by the JRC, align perfectly with the challenges outlined in the report and are ready to contribute concretely to these objectives. We therefore invite the JRC to consider e-SAFE as a partner for future collaboration on these crucial issues, for a sustainable and safe renovation of Europe’s public heritage.
